Construction Project Overview

In 2016, Interim Superintendent Dr. Filomena Leo, created a committee in order to facilitate the improvements and construction of facilities in the Weslaco Independent School District. The committee began having conversations regarding the facility priorities in the District; The committee is chaired by Sergio Garcia, Assistant Superintendent for Administration and Support Services, Andres Sanchez, Assistant Superintendent for Business and Finance, and Americo Garza, Maintenance and Energy Management Director. Serving as committee members on behalf of the board are Mr. Erasmo Lopez, President, and Andrew Gonzalez, Trustee.

Mission Statement


In December, 2016, Dr. Priscilla Canales was hired as Superintendent of Schools, and the work with the facilities committee intensified. The committee developed a list of facility needs and prioritized them by all members voting. The list was then taken to the board for approval, and the work to make improvements or construct facilities began.

The following mission statement and guiding principals were created to guide the WISD Facilities Committee:

The Mission of WISD, based on the Principles of growth, integrity, honesty, human dignity and service is to affirm individuality and interdependency as we:

  • Recognize and foster the creativity and talents of each unique individual
  • Enkindle individual, social, civic; and global responsibility so that our students gain and develop the capacity to make sense of and positively shape the future.

Guiding Principles

  • Guiding Principle 1 - Health, Safety and Security

The Facility Plan will support safety and security measures at all District facilities through compliance with all safety codes and regulations. The District will incorporate safety and security best practices in the design, construction, maintenance and operation of the District's facilities.

  • Guiding Principle 2 - Academics and Co-Curricular Supports/Extra-curricular Supports

The Facility Plan is academically-driven, recognizes that physical environment and facilities and achievement, and supports the achievement of the academic and co-curricular (e.g., physical education, athletics, fine arts, and career and technical education etc.) goals and strategies articulated in the District's Strategic Plan and Board Priorities.

  • Guiding Principle 3 - Optimal Utilization

The Facility Plan will identify specific plans and/or remedies to achieve a target range of 75% - 12% of permanent capacity when compared with projected student enrollment, beginning with the opening of the 2016-2017 school year and every school year thereafter, and will contain a two-year cycle of review for enrollment projections for subsequent years.

  • Guiding Principle 4 - Equity in Facilities

Equity in facilities may require unequal investments among all facilities. The District will address facility need through a process or long-range planning so that equity in facilities is achieved despite any perceived inequities of investment over short periods of time. the District will ensure district-wide equity of facilities that supports the academic mission of the District within the context of the District's financial limitations.
